IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date was read the second time. Senator Frank moved and asked unanimous consent for the adoption of the Finance Senate Committee Substitute offered on page 3261. Senator Duncan objected, then withdrew his objection. There being no further objections, SENATE CS FOR CS FOR HOUSE BILL NO. 412(FIN) was adopted and read the second time. Amendment No. 1 was not offered. Amendment No. 2 was not offered. Senator Adams offered Amendment No. 3 : Page 2, line 28 through page 3, line 1: Delete Section 4 Senator Adams moved for the adoption of Amendment No. 3. Objections were heard.
